The Territory of the Commonwealth of the Northern Mariana Islands (CNMI) implemented an instant rebate program to help residents replace older, inefficient appliances with new ENERGY STAR® qualified appliances.
The program began on May 3, 2010 and ended on June 14, 2010 when funds were depleted. Residents were required to apply in person for rebate vouchers at the CNMI Energy Division Office before making a purchase from a participating retailer.
Eligible products included
- Refrigerators
- Clothes washers
- Room air conditioners
Rebates may be higher for Rota and Tinian residents to cover shipping costs. Consumers were required to provide proof of proper recycling of replaced appliances.

Appliance Rebates Move Quickly, Promote Recycling in CNMI
ENERGY STAR appliances arrive by container shipment on the island and are offloaded at a retailer.
The appliance rebate program in the Commonwealth of the Northern Marianas Islands (CNMI) has made quite a splash. Launched on May 3, 2010, vouchers for rebates ranging from $150 to $300 for ENERGY STAR® qualified clothes washers, refrigerators, and room air conditioners had already run out by June 14.
Residents have been happy with the program, the first of its kind on the three islands. "We've been able to put this funding directly in the hands of our residents," reports Vincent Attao, a CNMI energy auditor. "Residents are very appreciative of the program and grateful for U.S. Department of Energy assistance which put ENERGY STAR qualified appliances within reach during a very difficult economic time."
One Saipan retailer, Do It Best Hardware, has been particularly supportive. "The program is a big help for island residents as well as for the store," says Luvi Ramos, program coordinator and appliance buyer for Do it Best. "Customers are looking for quality and for ENERGY STAR appliances and are very excited about the rebates."
The program also helped launch appliance recycling on the islands. The rebate program was able to share recycling resources with the islands' new weatherization program, which also requires that used appliances be properly recycled according to federal guidelines.
