The State of Missouri is implementing a phase two point-of-sale rebate program to help Joplin residents who survived the May 22, 2011 tornadoes replace older, inefficient appliances with new, ENERGY STAR® qualified appliances. Rebates are available through five participating Joplin retailers starting November 12, 2011 and continuing until funds run out or February 17, 2012, whichever is earlier.
Eligible phase two products include:
- Clothes washers
- Refrigerators
Joplin residents must purchase the appliances at participating Joplin retail locations, and residents must also submit proof of eligibility for disaster recover assistance.
In phase one of the program, mail-in rebates were available through participating retailers and contractors starting April 19, 2010 and from the program Web site or toll-free phone number starting April 21, 2010 through July 1, 2010 only. Starting July 1, 2010 consumers could only apply for a rebate reservation through participating retailers or installation contractors at point-of-sale. Rebates for all phase one products closed on October 10, 2010.

In phase one, residents were required to purchase the appliances at participating retail locations and submit proof of recycling of the replaced appliances in order to receive the rebates.

Smooth "Sale-ing" for Missouri Appliance Rebate Program
ENERGY STAR qualified clothes washers and dishwashers account for nearly 80 percent of Missouri's rebates.
Since April, 2010, consumers in Missouri have claimed more than 33,000 rebates on energy efficient appliances, worth more than $4.8 million. ENERGY STAR® qualified clothes washers and dishwashers account for nearly 80% of the rebates; select ENERGY STAR qualified water heaters, central air conditioners, air source heat pumps, and gas furnaces account for the rest.
Missouri timed the launch of the program to coincide with the state's week-long green sales tax holiday, when Missouri consumers could purchase efficient appliances without paying sales tax and then apply for a rebate of $125 to $500 per unit.
The program has received accolades for its smooth launch and overall effectiveness, says Cindy Carroll, program manager. An editorial in the Kansas City Star praised the program for offering substantial but not overly generous rebates, giving consumers ample time to participate, and requiring consumers to remove and recycle old appliances from the home in order to get the rebates. Carroll also credits retailers and the rebate administrator with the program's success.
Some retailers reported dramatic increases in sales. Just one example is the Sears store in Crestwood, which sold $31,000 in appliances in the first three hours of opening day. Kevin Tarleton, manager of large appliances, says the store hired additional staff to help consumers fill out rebate reservations. This allowed sales staff to focus on assisting consumers and hastened the purchase process.
